Aim at the goal of "double carbon" and realize green change
The world’s first "smart zero-carbon" terminal, the first "zero-carbon factory" in the domestic information and communication technology industry, and the first "zero-carbon" community business project in Tianjin … In recent years, Tianjin has incorporated peak carbon dioxide emissions carbon neutrality into all fields and levels of economic and social development, taking the goal of "double carbon" as the main line, accelerating the green transformation of production and lifestyle, taking the lead in exploring a number of "zero carbon" demonstration projects and actively promoting their application.
"Zero Carbon" Application Scenes Bloom
In early summer, Tianjin Port, located on the Bohai Bay, is busy. Entering the world’s first "smart zero carbon" terminal-the intelligent container terminal in Section C of Beijiang Port Area of Tianjin Port, the automatic bridge crane moves back and forth, and the intelligent horizontal transport robot shuttles in an orderly manner.

Since the first pile was laid in December 2019, it only took one year and nine months, and the world’s first "smart zero carbon" wharf rose here and obtained the "carbon neutral" certification issued by an authoritative organization.
Kang Lei, deputy director of Tianjin Low-carbon Development Research Center, said that "zero carbon" does not mean that carbon dioxide is not emitted, but that by calculating emissions, various measures are taken to increase carbon sinks and reduce carbon emissions to achieve equal offset, thus achieving net zero carbon emissions.
"The green energy system of’ scenery, storage and load integration’ built by Tianjin Port Terminal C ensures 100% net zero emission of the terminal." Qian Feng, deputy general manager of State Grid Tianjin Binhai Company, introduced that Tianjin Port and the power company signed a strategic cooperation agreement to jointly develop the world’s first "zero-carbon" terminal smart green energy system, with a total of 24 MW wind turbines and 1.43 MW photovoltaic power generation system connected to the grid, and purchased clean energy in combination with green electricity trading, creating a first-class green electricity supply system for the C-section terminal.
Tianjin Port’s "Smart Zero Carbon" Terminal is a microcosm of Tianjin’s anchoring the "double carbon" goal, realizing green development and constantly creating "zero carbon" demonstration application scenarios in recent years. In recent years, from the real estate registration center of Sino-Singapore Tianjin Eco-city with energy self-sufficiency rate of 112% to the "zero-carbon town" with annual clean energy generation of 1 billion kWh under construction, a number of "zero-carbon" projects covering industrial manufacturing, transportation and residents’ life are forming a demonstration effect in Tianjin.
In February 2022, the Fourth Community Center of Sino-Singapore Tianjin Eco-city obtained the carbon neutrality certificate issued by Tianjin Emissions Exchange, becoming the first "zero carbon" community business project in Tianjin. On the basis of widely using building energy-saving technology to realize energy saving and emission reduction, the community took the lead in achieving the goal of "zero carbon" in advance through carbon offset. In September 2022, Lenovo (Tianjin) Smart Innovation Service Industrial Park, the first "zero-carbon factory" in the information and communication technology industry, was officially put into operation in Tianjin. Its goal is to achieve zero carbon emissions through technical carbon neutrality, carbon offset and responsibility extension.
Recently, Tianjin Low-carbon (Zero-carbon) Application Scenarios (2023 Edition) jointly released by Tianjin Development and Reform Commission and Tianjin Eco-environment Bureau shows that at present, Tianjin has formed 28 excellent scenarios in five major fields, including urban and rural construction, transportation, industrial production, agriculture and rural areas, and green life. These scenarios have achieved remarkable results in energy saving and carbon reduction, providing a demonstration model for promoting green, low-carbon and high-quality development.
Release and application of "zero carbon" standard system
Standardization is an important means and guarantee to standardize and lead the green and low-carbon transformation and promote the realization of the goal of "zero carbon". At this point, Kang Lei, who is engaged in the research of "zero carbon demonstration unit standard system", is deeply touched.
He said that achieving the goal of "zero carbon" involves many aspects such as energy, environment and production methods, and it is a complex systematic project. "A set of quantifiable, operable and evaluable standard systems is very important for the promotion of low-carbon technologies."
In September 2022, the first set of "Zero Carbon Demonstration Unit Standard System" jointly formulated by Tianjin Low Carbon Development Research Center, Sino-Singapore Tianjin Eco-city Eco-environment Bureau and Tianjin Huanke Environmental Consulting Co., Ltd. was officially released, and was first applied in Sino-Singapore Tianjin Eco-city. This is another "zero-carbon standard" exploration in Tianjin after the first national group standard of "zero-carbon building" led by Tianjin Low-carbon Development Research Center in 2021-"Guide to Identification and Evaluation of Zero-carbon Building".
This standard system includes guidelines for the identification and evaluation of zero-carbon communities, guidelines for the identification and evaluation of zero-carbon industrial parks, guidelines for the identification and evaluation of zero-carbon factories-general rules, and guidelines for the identification and evaluation of zero-carbon factories-automobile manufacturing plants, covering many fields such as communities, factories and industrial parks.
According to reports, in order to launch the standard system, the research team lasted for nearly two years, fully drawing on the development experience and achievements in the fields of green building, renewable energy utilization, green travel, waste-free city construction and green low-carbon industry in Sino-Singapore Tianjin Eco-city.
This standard system also shows that achieving the goal of "zero carbon" is a gradual process. In order to give overall consideration to economic development and peak carbon dioxide emissions goals, the standard system defines an effective carbon reduction path of "low carbon-ultra-low-near zero-net zero" for communities, factories, industrial parks, etc. After comprehensively considering the compliance degree of control indicators and the accounting results of carbon emissions, the identified objects are rated from "zero carbon, near zero carbon, ultra-low carbon and low carbon".
Not only that, but this set of standards is also being dynamically supplemented. "Under the general program of" Guidelines for the Identification and Evaluation of Zero-carbon Factories-General Rules ",we have subdivided the industry. As the first industry’s’ zero carbon’ factory standard, the automobile manufacturing factory will also supplement the’ zero carbon’ factory certification standards of other eco-city advantageous industries including biomedicine and electronic information. " Liu Xu, director of the Eco-environment Bureau of Sino-Singapore Tianjin Eco-city, said.
Kang Lei said that the standard system has been tried in the communities, factories, industrial parks and other fields of Sino-Singapore Tianjin Eco-city. By applying the standard and summarizing the experience of low-carbon development of eco-city, it will take the lead in promoting the formation of a number of replicable and scalable low-carbon or "zero-carbon" demonstration units, and continue to provide standard models for low-carbon development and carbon neutrality.
"Zero-carbon" goal realization path is smart and green
The Implementation Plan of peak carbon dioxide emissions in Tianjin issued in 2022 proposes that in order to realize peak carbon dioxide emissions by 2030, Tianjin will implement ten actions, including energy green and low-carbon transformation action, energy saving and carbon reduction action, and green and low-carbon scientific and technological innovation action. From the existing practical cases, green energy transformation and digital energy transformation are effective ways to achieve the goal of "zero carbon".
According to the research data of Water Transport Research Institute of the Ministry of Transport, as the transshipment node of the global supply chain, the greenhouse gas emissions of ports account for about 3% of the global greenhouse gas emissions. The carbon emission of ports mainly comes from the fuel and electricity consumed in the process of loading and unloading production, auxiliary production and auxiliary production.
At the end of 2021, with the slow start of two fan blades, the smart green energy system of intelligent container terminal in Section C began to be connected to the grid to generate electricity. The green energy generated by wind power and photovoltaic continuously supplied the office and terminal production of the port, realizing zero carbon dioxide emission on both sides of energy production and consumption.
Chen Ling, director of the Research Center for Industrial Development and Environmental Governance of Tsinghua University, believes that under the background of "double carbon" goal, digital technologies such as big data and artificial intelligence and digital industrial ecosystem provide unprecedented opportunities for industrial sustainable development and green transformation. Promoting "zero carbon manufacturing" through digital transformation is also a win-win strategy to achieve sustainable economic development and ecological civilization construction.
In Tianjin, some traditional manufacturing enterprises are also following the digital wave to achieve low-carbon transformation. "In recent years, with the government’s policy support, we have built a’ 5G+digital factory’ to realize the data interconnection of the entire steel production process and promote the quality change and efficiency change of the manufacturing industry." Chai Shuman, secretary of the Party Committee of Tianjin Rongcheng United Iron and Steel Group Co., Ltd. said.
"In the past, steelmaking, how much iron ore and coke were fed and how to mix them all depended on the experience of the old master. Now’ Smart Brain’ is optimized and adjusted at any time according to the raw material composition, real-time monitoring of environmental changes and feeding conditions." Chai Shuman said that through digital fine control, the quality of steel products has not only been improved, but also the cost per ton of steel has been reduced, and carbon emissions can be reduced by about 132,000 tons every year.
