APP can pay the parking fee! Beijing launches electronic toll collection pilot for roadside parking.

　　On December 29th, Beijing Roadside Parking Dynamic Monitoring and Electronic Toll Collection Management System completed the main function construction, and took the lead in launching electronic toll collection on two roads in Shijingshan District, Lu Gu Road and Lu Gu West Street. The scope of this electronic toll collection pilot includes more than 30 pilot sections in the six districts of the city and Tongzhou District. Except Shijingshan District, other districts are carrying out the installation and implementation of electronic toll collection equipment. According to the principle of "one is mature and one is launched", electronic toll collection will be launched on a trial basis.Parking people can use WeChat and Alipay by downloading or updating "Beijing Traffic APP" and clicking "Roadside Parking", and they can pay parking fees by themselves without the participation of parking administrators. You can also choose one of five electronic payment methods, such as WeChat, Alipay, UnionPay card, All-in-One Card and ETC, to pay the parking fee through the on-site administrator POS machine.The trial operation stage is a transitional period to implement electronic toll collection for roadside parking. During this period, the system and manual time charging methods and electronic and cash charging methods coexist, and the charging standard remains unchanged. If the parking person pays in cash, the on-site administrator will pay by personal UnionPay card, which will also be included in the scope of system supervision and turned over to the unified account of the city.

　　Implementing roadside parking electronic toll collection is one of the key reform tasks and tasks in Beijing in 2016. The city has initially established a municipal-level roadside parking dynamic monitoring and electronic toll collection supervision platform, and plans to select roadside parking spaces of more than 30 roads in the sixth district of the city and Tongzhou district for electronic toll collection pilot.

　　Unified sorting management of parking electronic toll collection in the whole city

　　Beijing Roadside Parking Dynamic Monitoring and Electronic Toll Collection Management System (hereinafter referred to as the electronic toll collection system) uses two kinds of parking space detection equipment, namely video pile or geomagnetism, to sense the vehicles’ entry and exit, keep the vehicle pictures, and transmit the relevant information to the municipal platform in real time, so as to uniformly calculate the parking time and fees, and realize the unified electronic toll collection in the whole city. Parking fees are collected into the unified custody account of the whole city, and timely sorted to roadside parking enterprises through the sorting and settlement system, and the parking management center of the city supervises the sorting of parking fees.

　　After the trial operation of the electronic toll collection system, the roadside parking toll collector will be changed into a parking administrator to assist the parking person to complete the electronic payment. The administrator POS machine integrates five electronic payment functions such as WeChat, Alipay, UnionPay card, All-in-One Card and ETC for parking people to choose. During the pilot period, if the parking person can’t pay through the above five payment methods, he can pay cash to the administrator, who will use his own UnionPay card to pay for it, and provide a machine to type the Charge Notice.

　　Parking people can download or update "Beijing Traffic APP" and click "Roadside Parking" to use parking guidance, reverse car search, electronic payment, order inquiry, administrator inquiry and other functions, among which electronic payment supports two self-service payment methods: WeChat and Alipay.

　　Parking people can also register users, bind commonly used vehicles, search orders quickly, and pay fees conveniently; For non-registered users, you can enter the vehicle number plate search order in the APP and pay the fee yourself.

　　Electronic parking invoice

　　From the date of the pilot of electronic toll collection, no paper invoices will be issued to the parking people, and all electronic invoices will be used. If the parking person downloads the "Beijing Traffic APP" and fills in personal information and common vehicle information to become a registered user, after completing the settlement, he can fill in the information required for the invoice in the "My Invoice" function in the APP and issue the invoice by himself. Non-registered users who have downloaded the "Beijing Traffic APP" but have not filled in their personal information can apply for this invoice after filling in the information required for the invoice through the APP after the payment is completed; For parking people who don’t have an APP, you can use the mobile phone code scanning tool to scan the QR code under the "Charge Notice", fill in the information required for the invoice in the newly opened page, and then apply for an electronic invoice. If one card or ETC is used for payment, the electronic invoice will not be issued again after parking payment because the one card and ETC have been invoiced at the time of recharge.
