Announcement of Hanzhong City’s Open Recruitment of High-level Talents on Campus in 2022

According to the Regulations on Personnel Management in Institutions, the Implementation Measures for Open Recruitment of Staff in Institutions in Shaanxi Province and the Open Recruitment and Employment Measures for High-level Talents and Shortage Professionals in Institutions in Hanzhong City and other relevant regulations, in order to further strengthen the construction of talent team in our city, we decided to go to Northwest A&F University to openly recruit 74 high-level talents through research. The relevant matters are hereby announced as follows:    

  First, the recruitment target and conditions

(1) Recruitment target

Graduates who graduated before July 31, 2022 and obtained a master’s degree or above.

(2) Basic conditions for applying.

1. Have People’s Republic of China (PRC) nationality;

2. Abide by the Constitution and laws, and have good political quality and moral conduct;

3. Have the physical conditions and psychological quality to perform their duties normally;

4. Those who are over 18 years old and under 35 years old, that is, born between June 17, 1986 and June 16, 2004 (subject to the date of birth indicated on the ID card); Obtain the intermediate title that meets the employment requirements of the application position, and the age can be relaxed to 40 years old; The age of doctoral students and senior titles that meet the requirements of applying for positions can be relaxed to 45 years old;

5. Have the qualifications, degrees, majors and other conditions required for the recruitment position. Among them, the degree is a master’s degree or above recognized by the national education administrative department, that is, the diploma can be verified by the website designated by the Ministry of Education (http://www.chsi.com.cn), and the academic degree certificate obtained outside the country can be verified by the website designated by the Ministry of Education (http://www.cscse.edu.cn); The major is subject to the postgraduate professional catalogue published by the national education administrative department; Foreign academic majors must complete the academic certification of the study abroad service center of the Ministry of Education, and the degree and professional field name specified in the certificate of academic degree certification issued by the study abroad service center of the Ministry of Education shall be grasped according to similarity.

6. Have other conditions required for the post.

    (three) the main circumstances that do not meet the conditions for entering the examination.

1. Have been given criminal punishment for committing a crime or have been dismissed; During the period of filing a case for review, or the disciplinary action of party discipline and political discipline has not been lifted;

2. He has been found to have serious violations of discipline such as fraud in the recruitment of civil servants and open recruitment of public institutions for less than 5 years;

3. Active servicemen, non-2022 fresh graduates who are studying, and non-2022 fresh graduates who are studying are registered with previous academic qualifications;

4. Recruit (hire) civil servants and staff of public institutions within the scope of Hanzhong City who have stipulated service periods and whose service periods are not full; Special post teachers and "three supports and one support" personnel are in the service period;

5. Need to be avoided as stipulated in the open recruitment system of public institutions;

6. The person who is untrustworthy is executed;

7. Laws and regulations do not meet the requirements of this recruitment.

Second, the recruitment process

This open recruitment work is organized and implemented in accordance with the procedures of issuing recruitment announcement, on-site registration and qualification preliminary examination, professional testing, interview, signing employment intention agreement, physical examination, inspection, publicity, filing and review, and employment.

      (1) Publish a recruitment announcement

      Publish the recruitment announcement on the portal of Hanzhong Municipal People’s Government (http://www.hanzhong.gov.cn), and announce the specific recruitment positions and qualifications. For details, please refer to the Table of Open Recruitment of High-level Talents on Campus in Hanzhong City in 2022 (Annex 1).

      (2) Time and place of recruitment registration and qualification examination

      This recruitment is conducted by means of on-site registration and preliminary qualification examination.

      1. Registration time and place

  Time: June 17th, 2022, 9: 00-12: 00 & ENSP;  

Venue: the square in front of Xiushan Activity Center in the south campus of Northwest A&F University.

2. Preliminary qualification examination

(1) On-site registration.

Applicants are required to download and fill in the Application Form for Open Recruitment of High-level Talents on Campus in Hanzhong City in 2022 (see Annex 2 for details).

Graduates in 2021 and previous years: The Registration Form, the second-generation ID card (including temporary id card within the validity period), the original and photocopy of graduation certificate and degree certificate, and the Electronic Registration and Filing Form of Academic Certificate of the Ministry of Education within the valid verification period are required.

Graduates in 2022: The Registration Form, the original and photocopy of the second-generation ID card (including temporary id card within the validity period), and the Online Verification Report of the Student Status of the Ministry of Education within the valid verification period are required.

Other materials: if there are professional requirements for the position, you need to provide proof materials.

(2) preliminary qualification examination.

Applicants who have passed the preliminary examination of qualifications shall be confirmed by the applicant’s signature on the Registration Form.

(3) Other matters.

Each candidate can apply for multiple positions that meet the qualifications at the same time. If the interview time conflicts, all the consequences caused by not being able to participate in the interview at the same time shall be borne by the candidates themselves.

3. Other college graduates registration matters needing attention

Due to the requirements of the epidemic prevention and control policy of colleges and universities, other college graduates who are willing to apply for the exam cannot enter the registration point of Northwest A&F University to participate in the registration. Please arrive near the south campus of Northwest A&F University before June 17, and contact the recruiting unit by telephone in advance to agree on the on-site registration place. If the phone is not answered in time, the candidate can inform the recruitment intention by SMS first. When other college graduates participate in the recruitment registration, they need to hold a negative report of nucleic acid detection within 48 hours, which is dynamically displayed as "Shaanxi One Code Pass" and "Communication Big Data Travel Card" with green code, and their body temperature is normal (below 37.3℃).

(3) Interview

Interview time: from the afternoon of June 17th to the morning of 19th, 2022.

Interview location: Northwest A&F University on or off campus.

The interview work is organized and implemented by the municipal recruitment department and the county people’s social security bureau.

The specific time, place, arrangement and other matters of the interview for each recruitment position are announced at the registration office, and additional tests are required if the interview results are tied. The name list, time, place and other matters of the additional test will be notified separately by the registration organization, and the candidates are requested to keep the telephone open.

If the number of applicants reaches a certain proportion and professional tests need to be carried out, they shall be organized and implemented before the interview.

Those who fail to arrive within the time limit will be deemed to have given up this recruitment qualification automatically.

(4) signing an employment intention agreement

According to the ratio of 1:1 of the number of recruitment positions, according to the interview results of candidates, the personnel who signed the employment intention agreement were determined from high score to low score. If the interview score of the candidate is less than 60 points, it shall not be determined as the person who signed the employment intention agreement.

Each employing unit and the person who has determined to sign the employment intention agreement sign the Employment Agreement for Graduates of National Ordinary Colleges and Universities or the Employment Intention Agreement for Open Recruitment of High-level Talents in Hanzhong City Institutions. Those who fail to arrive within the time limit will be deemed to have given up the qualification of this employment automatically, and will be replenished according to the interview results from high to low, and the person who signed the employment intention agreement will be re-determined, and the relevant candidates will be asked to keep the phone open.

(5) Physical examination and inspection

The physical examination and inspection work shall be organized and implemented by the interview organizing unit.

The physical examination standard is implemented with reference to the General Standard for Physical Examination of Civil Servants (Trial) and the Notice on Doing a Good Job in Physical Examination of Teachers’ Qualification in Shaanxi Province.

The inspection work focuses on the ideological and political quality, moral quality and whether there are violations of law and discipline.

Vacancies caused by applicants giving up or failing to pass the medical examination and inspection shall be filled in the order from high to low among those who participated in the interview from the recruitment position and scored no less than 60 points. Those who cannot participate in the supplementary medical examination and inspection within the prescribed time limit shall be regarded as giving up.

(6) publicity

According to the results of interview, physical examination and investigation, the personnel to be hired are determined. The publicity of the recruitment positions directly under the municipal government shall be published on the website of Hanzhong Municipal People’s Government by the interview organizing unit, and the publicity of the recruitment positions in counties and districts shall be published on the website of the county people’s government by the county people’s social security bureau. The publicity period is 5 working days, and the recruitment personnel will not be replenished after the expiration of the publicity period.

(seven) for the record review

After the expiration of the publicity period, the interview organization unit shall file the publicity situation and the proposed employment results with Hanzhong Human Resources and Social Security Bureau; Those who have passed the examination and approval for the record shall go through the employment formalities, and those who have not passed the examination and approval shall not be employed.

(8) Transfer of vacant posts

Vacant positions can be adjusted, and the adjustment work is organized by the municipal recruitment unit and the county people’s social security bureau; The personnel transferred are those who have participated in this recruitment interview and have not entered the medical examination, and meet the qualification conditions of the transfer position with a score of not less than 60 points; After the adjustment and follow-up physical examination, inspection and publicity, the adjustment results shall be reported to Hanzhong Human Resources and Social Security Bureau for the record, and the employment procedures shall be handled for the record.

(9) Employment

Hanzhong Human Resources and Social Security Bureau will issue a notice of recruitment results for those who have passed the record review, and issue the Approval Form for Open Recruitment of Staff in Institutions in Shaanxi Province and the Notice for Open Recruitment of Staff in Institutions in Shaanxi Province.

Applicants who can’t provide the graduation certificate and degree certificate required by the application position to the recruiting unit before July 31, 2022 will not be employed.

The newly hired personnel shall go through the relevant procedures such as personnel, social security and household registration transfer with the recruitment notice. I am responsible for the disputes arising from personal reasons or other matters unrelated to employment of newly hired personnel.

The minimum service life of newly hired high-level talents in Hanzhong City is 3 years. Those who give up registration without justifiable reasons after recruitment and those who fail to perform the minimum service period will be recorded in the personal integrity file.

The newly hired personnel shall implement the probation system, and the probation period shall be implemented according to the Interim Measures for the Administration of Employment Contracts of Institutions in Shaanxi Province. Those who pass the probation period and pass the examination will be formally employed; Unqualified, cancel the employment.

III. Relevant requirements

The qualification examination of candidates includes not only the preliminary qualification examination at the time of registration, but also the supervision of interview, inspection, publicity, filing and examination, and employment, and the qualification examination runs through the whole recruitment process.
