Zhou Shiping, director of the Special Food Department of the State Administration of Market Supervision, said that in recent years, the annual sampling pass rate of infant formula milk powder has exceeded 99%, the product quality has been significantly improved, and the milk powder industry has developed in a standardized manner; The market share of domestic brands is increasing year by year. In 2020, the sales of domestic brands of infant formula will account for about 60%, and consumer confidence will be significantly boosted. However, how to further tighten formula registration, optimize approval process, promote formula research and development, and encourage enterprise innovation needs to be clarified from the legislative level.

  The "Measures" made detailed provisions on the application and registration procedures, labels and instructions, supervision and management, legal responsibilities and other aspects of enterprises planning to produce, sell and import infant formula milk powder in China. The main contents include:

  First, strict formula registration and detailed verification requirements. Clarify the situation and requirements of on-site verification, and emphasize that on-site verification needs to take samples of dynamic production for inspection; It is explicitly prohibited to repackage in disguised form and 8 cases of non-registration, such as the application materials are fraudulent and untrue, the scientific and safety basis of the product formula is insufficient, and the applicant does not have the research and development ability, production ability or inspection ability suitable for the product formula applied for registration.

  The second is to further standardize label identification and safeguard consumer rights. If it is clear that there are words of animal origin in the product name, the milk protein sources such as raw milk, milk powder and whey powder should all come from this species; Where raw milk, raw milk powder and other raw materials are claimed, the country of origin or specific source shall be truthfully indicated.
